Progress here is treated less like an occasional achievement than a civic duty, and the city has built an entire identity around chasing it. Hextech, the discipline of binding magical energy into stable, working devices, did not just change how the city fights or builds — it gave it something to sell, defend and occasionally fear all at once.

Jayce, the Defender of Tomorrow, is largely responsible for pushing hextech from theory into practice, and he has spent much of his career managing what that invention makes possible in other hands. Heimerdinger, the Revered Inventor, represents an older, gentler strain of the same ambition, more interested in what a device can do than in what it might be used for. Ziggs, the Hexplosives Expert, treats the same energy as a hobby rather than a discipline, which unsettles a city that prefers its explosions to come with paperwork.

Someone still has to enforce the paperwork. Caitlyn, the Sheriff of Piltover, applies the city’s laws with a marksman’s precision, while Vi, the Piltover Enforcer, applies them with considerably less patience. Camille, the Steel Shadow, works a level above street policing, protecting the city’s commercial interests with precision that borders on surgical. Not every talented resident stays inside the law, or even inside the city: Ezreal, the Prodigal Explorer, treats its inventions as tools for adventures the city never approved, while Orianna, the Lady of Clockwork, and Seraphine, the Starry-Eyed Songstress, show that the same ingenuity can just as easily produce a dance partner or a song as a weapon.

None of it happens in isolation. The city likes to present itself as a single, orderly project, but its inventors rarely agree on what the project is actually for — a weapon, a convenience, a piece of art, or simply proof that a given idea could be built at all. Whatever gets perfected on the bright upper levels eventually finds its way down to the city built directly beneath, usually in a rougher form nobody up here intended, and rarely with anyone up here taking responsibility for what happens to it next.
