Bilgewater

Ownership of this port changes hands more often than most of its residents bother to track, and whoever runs it this month rarely holds the position through anything as formal as an election. Fortunes here are made and lost on a single tide, and the harbor rewards nerve over any claim to legitimacy.

Gangplank, the Saltwater Scourge, once ruled the port outright and still acts as though the arrangement was only ever paused rather than ended. Miss Fortune, the Bounty Hunter, took a version of that same authority for herself afterward, running the harbor’s underworld with considerably less patience for men like him. Twisted Fate, the Card Master, needs no territory at all, treating every card table in the harbor as its own small kingdom.

Beyond the fight over who is technically in charge, the harbor is full of people answering to nothing but their own reasons for staying:

• Graves, the Outlaw, works whichever job pays and outlasts most of the people who hire him
• Pyke, the Bloodharbor Ripper, hunts the same sailors who once left him for dead
• Illaoi, the Kraken Priestess, serves a god the rest of the harbor would rather not think about too closely
• Fizz and Nami both treat the harbor’s waters as home rather than a threat, in a way almost no one else here can manage

Even the harbor’s monsters have their regulars. Nautilus, Titan of the Depths, drags down whoever wronged him with the same patience he’s had since the betrayal that put him at the bottom of the bay. Tahm Kench and Nilah both move through the port as forces closer to myth than people, one a deal no sailor should take, the other a blade that seems to enjoy the fighting more than winning it. Nautilus’s grudge is at least a straightforward one; Tahm Kench never bothers explaining his terms until the deal is already sealed, and Nilah takes as much from a fight as the fight is willing to give her.

Nobody in this harbor expects fairness, only whatever the tide happens to bring in next, and the port has long since stopped pretending otherwise. Every reputation made here is provisional, good only until the next storm, the next rival captain, or the next stranger willing to bet everything on a single hand of cards.
