Each faction in Windrose is very competitive, and each has its own lucrative perk. If you don’t want to spread yourself too thin, it’s best to decide where to invest your reputation right away. But here’s the trick: ideally, all factions should be at least level two. After that, the choice is yours.

Which Windrose faction should you level first?

The best option is the Port Royal Smugglers. Reach levels three or four, and you’ll unlock “Naval Tactics” plus enhanced ship mounts. With them, your hull will become truly durable.
The second-best choice is the Rogue Buccaneers. Their main advantage is their more powerful guns. If you enjoy pulverizing your enemies, level them up.
What about the others? The Tortuga People and the Brethren of the Coast are also useful, but they provide less profit at the start. It’s best to level them up once you’ve already secured the main bonuses.

Almost everything here is about ensuring your ship doesn’t fall apart after a couple of volleys. 3 Smuggler’s Armor: Two Sets

First, you’ll unlock two sets of armor. The selection isn’t extensive, but both are useful.

Conquistador’s Chest and Leggings. They provide damage resistance and, more importantly, prevent enemies from interrupting your actions when you’re taking a hit. Imagine trying to sip grog or repair yourself, but you’re constantly being pulled. This set solves the problem.

Pikeman’s Chest and Leggings. This one takes a different approach: it simply increases your health and damage with two-handed weapons. Perfect for those who enjoy close combat on deck.

With it, you gain access to a stable source of meat, hides, and other animal resources—cooking and leatherworking are no longer a headache. And if you’ve already acquired your own farm in Windrose, supplies become completely automatic.
But the Buccaneers’ main asset lies in their guns. More precisely, in blueprints for three calibers: 12, 24, and 36 pounds. And three unique modifications.

Tempered—wait 6 seconds after reloading, the next shot hits harder. A mechanic for the patient and precise.

Perfectly coordinated—hit an enemy immediately after reloading? The next reload is accelerated. A chain reaction in its purest form.

Crushing – If more than half of the salvo hits the target, the enemy takes increased damage for a period of time. Ideal for finishing off armored targets.
Which combination should I choose? In most battles, “Perfectly Coordinated” or “Crushing” are most effective. The former is for an aggressive tempo, the latter is for strong targets. Just make sure your ship supports the chosen caliber.

People of Tortuga: Is Reputation Worth Leveling?

This faction is enjoyable, but not essential. Its main advantages are two trade contracts, which unlock at reputation level two. “Food” provides fruits, vegetables, and seeds. “Natural Resources” provides wood, ore, and other materials. If you’re building a base and don’t want to run around the world searching for clay or carrots, this is a serious help.
In terms of equipment, we’ll highlight two sets. The Privateer’s jacket and pants increase critical chance. And if you’re surrounded, critical hits become even more painful—a great mechanic for those who like to get into crowds. The Marksman’s Vest and Pants, on the other hand, save stamina when running, jumping, and dashing, and also increase damage with ranged weapons. Convenient for scouts and those who prefer distance.
Why is Tortuga below the Buccaneers on our list? It’s simple. All the truly useful mechanics are unlocked at reputation level two. Beyond that, it’s all about construction and decor. Marble, plaster, tiles, tiled roofs, stained-glass doors, mahogany staircases, luxurious seats, cabinets, curtains, and shelves. Beautiful, but not essential. To get this entire set, you’ll need to reach reputation levels three or four. You can appreciate the appearance of all the elements if you visit the faction base in your world.
Verdict: Tortuga is the choice of aesthetes and builders. For combat effectiveness, the second rank is enough.
Coastal Brotherhood: Ship Blueprints and Details

This faction offers something no one else does—blueprints for new ships. Brigs (medium, 14 cannons) and frigates (large, 36 cannons). The frigate is the largest ship in the game currently, capable of carrying three dozen cannons. This is a serious bid for naval dominance.
Besides blueprints, the Brotherhood trades consumables: steel nails (needed for combat repair kits), salt, coffee, as well as whiskey, Madeira, and brandy—used to brew various types of grog. All of this will come in handy on long voyages.
Why is the Brotherhood at the bottom of the priority list? Not because the rewards are poor. But because you’re unlikely to be able to build a brig or frigate early in the game. The blueprints are expensive. The materials—iron and hardwood—are found in biomes outside the Coastal Jungle. Without access to them, you’ll simply waste your coins and insignia.
A simple tip: first explore the map, reach new resources, and build up your reserves. Only then invest in your reputation with the Brotherhood of the Coast. Otherwise, you risk receiving blueprints that will gather dust in your inventory for years.

Look at your own column.
The best Windrose faction for solo PvE
A good combination is Port Royal Smugglers up to rank 4, plus Rogue Buccaneers up to rank 2. This covers 90% of the content. The “Unwavering” mounts and “In Good Order” tactics provide passive regeneration that forgives almost any navigational error. And the Buccaneers’ 24-pounders with the “Crushing” modification provide just the right burst to shut down AI captains on the high seas without getting caught in endless artillery duels.
Windrose factions for PvP and boarding
Here’s where the priority comes into play. Level up the Buccaneers first, at least to rank 3, for “Perfectly Coordinated.” The reduced reload time in PvP is crucial in duels. Then come the Smugglers, also up to rank 3, and strictly for one thing: “Taming the Guns.” This tactic debuffs the opponent’s reload and damage and completely disrupts the artillery exchange meta. A Tortuga with the Privateer set is kept in reserve: it’ll come in handy if the fight spills onto the deck and the melee begins.
Windrose faction for construction and decoration
The Tortuga is unrivaled here. Marble, stucco, stained-glass doors, mahogany staircases—it alone covers the entire upper echelon of aesthetics. Smugglers complete the atmosphere with fireplaces and fountains, and the pirate estate is assembled without a gap in its selection. Don’t bother with the Coastal Brotherhood in this setup for now. Its time will come much later.
Faction leveling for frigate construction
No option—Brotherhood to level 4. But not until you’ve scouted the zones beyond the Coastal Jungle and reached iron and hardwood. Otherwise, the blueprint will simply go into your inventory. At the same time, keep Smugglers at 3: the hull hardening and “Iron Fortitude” transform the 36-gun hull into a true floating fort, not a fat and expensive coffin.
It’s easy to remember: Smugglers – armor, Buccaneers – damage, Tortuga – utility, Brotherhood – flagship. The rest is fine-tuning for the build.
