Volibear’s entire damage profile routes through basic attacks: The Relentless Storm builds attack speed and eventually makes his hits splash magic damage, Frenzied Maul applies on-hit effects, and the stun on Thundering Smash resolves on an attack. Counter Strike dodges all incoming attacks for its duration, then stuns everything nearby.

That single ability inverts the fight. A Volibear who commits into an active Counter Strike spends his stun, his mark and his stacked attack speed on nothing, then eats the counterattack. Jax also wins the raw comparison at level 1 with 68 attack damage against 65 and 350 move speed against 340, and Relentless Assault gives him the same escalating attack speed Volibear depends on.
