Over 151 support games on patch 16.13.1 the answer is Zilean, holding Zoe to 39.1% despite his thinner frame of 574 base health and 24 armor.

Chronoshift is the reason. Zoe’s win condition is one burst window — sleep from Sleepy Trouble Bubble, reduced magic resist, then an amplified hit from a fully travelled Paddle Star!. A revive placed on the target erases that whole sequence. Rewind makes it worse by cutting the cooldowns of his other basic abilities, so Time Bomb arrives roughly twice as often as a normal ability would, and a double bomb stuns as well as damages. Time Warp then either slows Zoe out of range or speeds an ally clean past her damage.

Late statistics favour Zoe — 2,432 health to 2,206 at level 18, 340 move speed to 335, 58 base attack damage to 52 — but none of it matters while every kill attempt gets refunded. The realistic plan is targeting Zilean himself instead of the carry he protects, and using Spell Thief charges collected from his summoner spells to close the distance.
